Job Description

Job Title: Chief Information Officer

Department: Information Technology

Reports To: Chief Executive Officer


Directs and manages all aspects of information technology services and resources to include planning, design, standards, projects, support, procurement, internal education, documentation, security and policy for the organization.


Education and/or Experience

Bachelor of Science degree in Information Technology or a related field
Five years experience in a Senior Management position
Five years experience in information systems, preferably in a healthcare setting

Certificates, Licensure, Registrations

Project Management Institute certification preferred
I.T. Service Management and/or Information Technology Infrastructure Library (ITIL) certification preferred
CHIME CIO Certification Preferred

Knowledge, Skills and Abilities

Should be able to take after hours support calls and provide remote support within 30 minutes if necessary
Broad knowledge of the use and support of personal computers, file servers, network architecture and operating systems, and is able to demonstrate familiarity with the operations and support of networked peripheral devices

1. Oversees all aspects of department operations effectively and efficiently.

Oversees day-to-day operations, which includes problem solving issues and ensuring effective processing.

Develops and documents department procedures to ensure consistent and accurate processing.

Works with other departments in providing services and resources.

Monitors workflow and department processes.

Develops and maintains department policies.

Sets and achieves department goals and objectives.


2. Provides project management on all assigned projects by taking the role of project leader and by defining resource needs, project timelines, implementation schedules and other duties associated with project leadership to ensure timely project completion and fulfillment of all of the project goals and objectives.

Performs the role of project leader for assigned projects. Plans and coordinates the work of IT resources and users assigned to the project.

Coordinates and monitors all phases of assigned projects.

Coordinates the implementation and training processes for assigned projects.


3. Provides network planning, management and support for computer system.

Maintains the FCHS computer system to ensure system is current, up to date and running appropriately.

Evaluates and facilitates resolution of computer and network problems to ensure an appropriate solution for user problems.

Follows industry standard protocols and procedures while analyzing and documenting user requirements for new computer systems, enhancements to existing systems and computer hardware.

Recommends computer requirements as changes are considered.

Ensures adequate software documentation such as system, program and user manuals.

Provides on-call support to users when there are questions or computer or network-related problems.

Performs limited coding, testing and installation of both vendor-supported and in-house developed computer systems.


4. Provides support and recommendations for software systems.

Leads the organization toward standardization of all core user applications and software to enhance organizational efficiency.

Assists departments as needed in pursuing vendor-supported software that enhances departmental and hospital-wide strategies.

Recommends and/or provides appropriate software applications and education for all users.


5. Participates in the strategic planning for the organization in relation to building and maintaining Information Technology programs that support the organization’s mission, vision, and values.

Develops concepts, communicates ideas, and participates in the annual strategic planning process.

Regularly attends the weekly Leadership Team meetings.
